You enter with the NY Pass, they charge 10 usd at sunset time which is not worth it, not because of the additional payment but because it is nothing extraordinary to see the sunset over New Jersey and there are too many people at that time that it is a fight to deal with to be west at that time
With any pass, you go in and reserve your time, it can be for that moment or for any later time (I reserve for two days later just at 6 pm, which is not sunset time, and you can stay as long as you want).
