They are very strict about jurisdiction. In the New York office they only accept applications from residents of New York, New Jersey, Pennsylvania, Connecticut & Delaware. If you don't have a proof that you're permanent resident registered in these states they will send you to apply somewhere else. Any type of state ID with an address on it (or, in my case, I've shown them the lease agreement on my house), should allow your wife's application to be accepted. Either way I'd suggest you write them an email carefully explaining your wife's situation and status and wait for them to reply. They usually do.

Dear Frank, Due to the new travel restrictions of US travelers to Spain, we regret to inform you that our office is closed until further notice. Please know that the US also has travel restrictions for re-entry into the US which is only limited to Diplomatic Passports (traveling on a mission), US passport and Green card holders. Kindly check local and International news to know when the restrictions are lifted and our website to know when the office and appointments will be re-opened. If there is an emergency travel and you fit within the need of essential travel as listed on the EU Commissions website, then you may email the NY Consulate, they will assist you in their best capacity.
