Is the Observation deck in the open area or closed with windows? I'm asking because of bad weather and wind? Thanks

Both, there's an area indoors with windows and there's another one on the outside surrounded with glass panels but as well you can go to the very top where there's none of those

The wind isn't to bad with the glass panels on the side unless you go to the roof top where there is non on the sides.

It’s mostly open, a few spots are hidden but the majority with best views is outside
