Difficult, because they're not open yet.
I have dropped off a car at 5am. The return lot is open but not the office. If the attendant ist around just place the keys on the dash. Thats what everyone does. There was also a shuttle by the office to take me to the terminal. Im guessing they may accept returns as early as 4am.
The automated message clearly states drop off starts at 0400.

Drop box. Your best bet. Plan ahead. Youl need to schlep over to the airport if that's your intent...the Hertz buses won't be available either
