No, you just pay the day use fee to enter the park.
There is a day use fee but no reservation is required to picnic. May want to call California park and recreation on holiday weekends though.
By paying the day-use fee you'll have access to the entire park including some very short trails. There is also a common area with picnic tables. You will park your car near that common area. You can also ride your bike into the park and have a picnic.
