Actually, the last time I rented from National, they did offer one-way rentals. I have driven cars from Florida to Maryland in the past. I just confirmed that they do allow one-way rentals from KCI to STL. Maybe it depends on the destination city? To be safe, let them know your itinerary first before reserving a car.
