I keep reading the big plus is location. I am wanting to go to Portland. Is this train or public transit able to get me there?

The parkrose/Sumner MAX (tram) station is about a 5 minute walk away. Public transit day passes are $5. There is also a BW shuttle that can take you from/to the airport.
