I don't know where your husband is but the rule is usually they expect you to save 60% of your income either in a bank or on post office money orders signed with his name to save with the shelter supposedly in a safe. He gets the money when he finds a place to move into or if he leaves the shelter entirely. In no way is your husband supposed to hand his pay stub to anyone

They wouldn't give his money until he finds an apartment, after presenting a copy of the lease to his new apartment or going through the shelter system in getting his apartment, they'll give most if not all his money back.
