This park is so huge it really depends on where in the park youre going. If you call the Anza Borrego Desert State Park Visitor Center, they would probably know where the signal is good or dead.
As others have said, it depends. We had AT&T coverage most of the time. At the visitor center itself, the signal is good.
I had service when I was out there I'm the only one in the group that has Verizon though.
If hiking, I think the park wants you to be aware that your phone coverage could be spotty (or non-existent), and not to solely rely on your phone in case of emergency situations. If staying close to Borrego Springs or the visitor center, you should have no signal issues.

In most places I had Verizon service.
I have never had a problem with my cellphone, and I am there a lot. have Verizon.
Canyons not really, some peaks yes, and low levels are hit and miss. On Granite and Whale peak and near Villager with AT&T I had great coverage. Lower elevation, none.
My cell phone worked but, was constantly searching for a signal so my battery drained quickly.
