Yes, they must be on a leash even in a wash or wide open area. It is a $300.00 fine per dog off leash. My husband and I were walking up a dry wash with our dogs off leash. There was no one around, but here comes a ranger who lectured us and told us he could give us a $1,500.00 ticket. We we're not thinking about the fact that it is still a state park in the middle of nowhere!

It's a liability issue for the state park not enforcing that because of a dog bite somebody and they're not on a leash then therefore the state can be sued so
