The best time is late December thru mid March In my opinion. Try to avoid Christmas week and Easter week and most weekends as those are busy times. Also I prefer small group tours with a maximum of 6 people if you can afford it.
Winter is the best time. In early spring there may be a few here and there. Early morning if you do go in the spring or late fall. The colder the better.

We were there there at the end.of January and conditions were perfect. Mama's and babies were plentiful. You don't have to swim with them to enjoy.
