I did this swim and YES you can touch them. It's the only place you can do this. They have permits for it. They have a guide that gets in and swims with you and oddly it seems the manatee know them. When the manatees go to them u can swim up and touch them. Sometimes the manatees will swim up and lay on you. This happened on our trip twice three times if you count the guide. Enjoy the trip it's worth every penny to see and touch them...... for the people who answered no please educate yourself and actually take the trip before responding.
They told me that if they come to you it is ok to gently touch them. You can't feed them, scare them, chase them, or otherwise disturb them.

No. Manatees are protected by the government and since they were on the endangered species list, they are highly protected. No matter where you go, you cannot touch a manatee.
