An AR-15 stripped lower is a completely machined lower receiver that the lower parts kit (hammer, trigger, buffer tube, magazine catch, etc) has not been installed in. It is the serialized part of the firearm and is subject to all of the laws regarding such.
That's a great question and I see a couple of good responses, the best way to get an answer is to go there. They can get pretty busy, you could call, but in person would be better.
Stripped lowers do not need 20% machining.
