My neighbor has 2 poultry (chickens or a different type) in a small wire cage in their front yard. No noise from them yet (they look young) but I am concerned is this legal?

Chickens actually do not make that much noise in general, rather pleasant in fact. I suggest you tell your neighbor to move them in the back yard if you don't like seeing them. I think you would be surprised what a friendly suggestion might do. As far as legal? You would have to firstly look up and make sure your actually within the city limits of Clearwater. If you are then chickens would not be allowed. Though I suggest you mind yourself because that same neighbor can make things just as difficult for you and he can find out who complained. I once got a 10,800 fine for a trash bag by my door (was there for less then 6 hours) and went unnotified for 70+ days. So unless you don't live at your house (actually not living in your house is a fine to) or should I say "act like you don't live at your house" and have everything perfect with not even a waver our of place, then go ahead and report. When in Doubt, Call Code enforcement, I would not hesitate. If your neighbor gives you a nasty look or you just don't like them, call code enforcement. that's what they are there for. That is pretty much what goes on in my neighborhood all the time. I have yet to see code enforcement called out for anything legitimate.
