I am booking this on behalf of someone else with my credit card, so they will not be able to present the CC that made the reservation upon picking up the car. Can I submit a CC authorization form so they only need to present an ID?

Change the name with the people you booked through or make a reservation in their name

If you add them on as an additional driver I imagine it should be ok
