You don't have to entertain the ticket. It is and has always been a part of the voluntary pay program. You can ignore it. Or you can choose to voluntarily pay the ticket. BUT IT WILL NOT AFFECT YOUR DRIVING RECORD.
The flash tickets in LA are no longer being enforced. If you did get the flash, all u can do is wait and appeal once they find you. I wouldn't worry about if it was in the City of LA
