You don’t have to come in.
My husband and two sons have South African passports which I renew by mail. However, there is a recent change to the fingerprint requirement: you must use a fingerprint card that you can get in person or by mail; it cannot be downloaded (like the other forms). If you can't get to an embassy or consulate, you must send a self-addressed, stamped envelope to the consulate along with your request for the fingerprint cards. Just do an internet search for the directions and address. Once you have the forms that are downloadable, the fingerprints on the special card, the photos, fees, and anything else required, you can send it all by mail. Be patient... it could take several months. Good luck!
