If you take the puppy to the shelter and they dont come claim it you could adopt it after a holding period . I BELIEVE.

The animal control told me that i could either take her in for 72hrs and if she isnt claimed them i can adopt her or do the 30 day found report either way it will be ligit so i have done the 30 day found report. And its already messy with the neighbor and she has 2 other puppys she neglects and it has been reported.

Definitely work it out with your neighbor. It's entirely possible they no longer really want the dog since they don't look for it when it goes missing. If the dog ever gets out of your house, or the neighbor sees it even after you've waited the 30 days it will get messy.

You need to socialize with the neighbors and come to an agreement. The animal shelter can not come between you and the owner. If the neighbors are not feeding the dog or not taking car of the dog you can report that to the shelter.

Talk to thw neighbor abiut adopting the puppy. It sounds like the puppy is old enough to be away from its mom so making sure the puppy is weined shouldnt be a problem. If the neighbor says no then the next time the puppy comes to your house, contact your local SPCA and see what the proper procedure is for getting the puppy shots and taged.
