Yes they do. It is the door to the right of the main entrance. We took our dog there. It is low or no cost. Depends on income. Ask them they will help you. The Vet was so nice. They have a shot clinic also.
Yes, they do have veterinary services and if you're low income you can some services waived. Example neuter/spayed.
The clinic open to the public next door is another organization called SNP LA. WWW.SNPLA.ORG It is in the same building.

They do have a clinic that the public can use but you would have to call to check the prices.
