My neighbor has a 17 year old cat that doesnt get fed regularly or properly, she also gives it newspaper instead of sand in the litter box, if that, im wondetung ic you all see this as neglect and abuse as i do and how to get the cat into proper car

Maybe the shelter can advice on programs that can help pay for litter and food. Is the neglect out of financial necessity or laziness?
