There is no fare for parking but there is not a lot of space permit parking is need it on the residential area so better not risk it I noticed people parks either on painter or as far to greenleaf and walk up to the trail
Parking is available about 1/2 mile from the trailhead. Keep an eye out for parking restrictions by the City. It's extra exercise to walk the distance.
Not that I have noticed. Have parked several times on the side of the road.
