What do you mean by "separate section"? They do keep records there of the cats they chip, if that's what you mean.

How does one report a seriously neglected dog? I don't know the protocol. The dog is left outside 24/7 and with another hot summer headed our way the dog surely won't survive. It breaks my heart and I need to do something to help this poor animal.
