How does one report a seriously neglected dog? I don't know the protocol. The dog is left outside 24/7 and with another hot summer headed our way the dog surely won't survive. It breaks my heart and I need to do something to help this poor animal.

Call the shelter and ask to speak with animal control. You can give them the information anonymously and they will do a welfare check on the dog. They will give them 30 days to correct any violations if not they will retrieve the dog for its safety and well-being. If the person gets the dog back, Animal Control will make regular checks on them to make sure they are still complaining. Everything is in the best interests of the animal.
