Yes. There are some stairs, but you can use other walkways and ramps to access the same areas.
I would say yes, maybe not the whole park bur theres pkenty to see and get to thag doesnt require stairs
Yes. However the initial path down into the garden is a bit steep. But I'd say it's definitely wheelchair/walker accessible.

Yes. A family member who uses a walker visits Crystal Springs a few times each year, going on several of the beautiful flat paths, including the wooden bridge, the walkway across the lake and on the island to the bathrooms and the benches around the grassy lawn. She can't go down the steeper path to the right of the entrance or down to the stream. But the paths she can take provide beautiful views of the stream, the lake, the waterfall, a wide color palette of stunning rhododendron and azalea bushes surrounded by beautiful trees. We have occasionally seen people on wheelchairs.
Most of the main paths are accessible.
