There's a long ramp that descends into the garden and I would say it is for the most part. There is, however, some paths that have gravel (around the central pond and a few other places) that could prove difficult.
Some areas are but some are not. There's a pretty good section that's paved. Parking right outside the garden also fills up fast.
The gravel paths have been fine for a relative who has to use a walker and we have seen others with walkers enjoying Crystal Springs. The parking in the small lot fills up but if you wait for 15 minutes or so, someone eventually drives out. Gravel paths have been no problem for a walker with four wheels. Folks, if you don't know from experience, please don't answer questions with guesses.
You can rent a wheelchair from a medical supply place for $10 a day. That's what my daughter did for me and I had a wonderful time at the gardens.
I would say it would be a bit difficult as the paths are gravel.
Most of it is, but it'll be hard. Many paths are gravel or uneven.
