The limit is 18 oysters and yes, you must leave the shells on the beach.

State law sets the personal daily limit for oysters at 18 per person, shucked on the beach and shells left at the same approximate tide height where they were harvested. Shells are critical setting substrate for larval oysters, which is why the recreational fishery requires harvesters to leave shell behind.

Idk the limit of oysters but yes you do need to shuck them if you want to leave the beach with them.
