Yes there's a daily use fee at all Wa state parks. I don't remember if it is five or ten dollars or you can buy an annual pass that gives you access to the all Wa state parks. The annual pass is $35
There are salmon that come in in the fall to spawn. They are just Chum so unfortunately they're not all that great for cooking but can be made pretty tasty if you smoke them. They are really the garbage salmon species. Only good for smoking. They start running thick in late September through October
It's more small rocks and pebbles. Sandals are a great idea. Also because there are a lot of oyster shells all around. When the tide is low it's just mud, not sand or pebbles.

Most likly if you have the proper permits. General rule of thumb is to only get oysters in the "R" months.
Do you have to reserve for the day use areas

No. If you have a pass you go any time. If you dont you have to pay the $10 daily fee. However the pass is $30 for 1 year. This is for park, beach, river, play ground area. If you want to camp check the web site for prices and whats available. There is 1 covered area that is a first come first serve. And there are "grills" sporadically placed threw out the park area for cooking. Also first come first serve. The BIG covered area you have to Reserve its locked. And its like $175-$250 for the day... There are bathrooms open to public near play area. And a shower which takes tokens which you can get at the ranger station $1 for 3 mins.
