Yes you are! I was there overnight two weekends ago, and there were probably 10 other tents set up. There is a local bear who hangs out nearby apparently, so make sure to bring a bear cache. It's a beautiful spot.
Yes, there are some established sites at Goat Lake. I believe a backcountry permit is required from the ranger station, though there may be self registration forms at the trailhead.
