I enjoyed the brunch when I visited; not sure about the dinner. Great view for pictures. It was pricey so be warned.
Not really. It's not tall enough to have a really fantastic view and the food in the restaurant is TERRIBLE for the price they charge. It's an interesting building to look at so you should definitely go down to Seattle Center, but don't pay the fee to go up to the top.
