As long as you fish off the land in any Texas State Park you are not required to have a license. This is one off the many reason my family and I have been annual pass holders for many years! Hope this helps.

Yes you do need a fishing license just because it says free admission doesn't mean you get to fish for free just in case game warden comes by at least you have your license on $11 at Walmart per day $44 for the season
