Do you have to pay to get in

If you want to have a bathroom yes but you can get off access road 3 and no there is not a fee but you don't have a bathroom either. There are other access roads that lead to the beach as well that are free.

Yes you have to pay for the park. I think it's worth it to park where there are real bathrooms and a rinse off shower near by. Plus you can park on the parking lot, I've been stuck in the sand twice at access road three. They also have shaded tables.

Access roads will allow you to drive right up but there are no amenities.
