Is there a swimming area or is swimming allowed at the beach I am trying to find a good place close by to swim the ocean waters

Swimming is at the beach. Flags are there to show conditions but they do not update them when entrance gate is unmanned.

Yes, there's flags etc up that will tell you if it's safe to swim
