No, they aren't. As Steven said, only specific spots with full hookups. I saw only one.

We didn't see any park rangers during our 4 day visit. So, I guess not.
I believe in some parks they are. I haven't been to one of them yet but they do many areas. I know that at the casinos they are for sure.
