The longhorns are usually in the road, you usually see the Buffalo at a distance, and the elk maybe farther if you are lucky. On foot on the trails like Charon's Garden I have walked around buffalo. You need to not get any closer than 20 yards or so. I have also seen Elk up close in some wooded areas. Remember they are wild animals, so keep some distance.
The Elk tours in the Special Use Area (not open to the public) are during September and October. They are awesome
Yes. Only the Bison in my experience! The Elk are elusive. Be careful not to get out around the Bison. They will gorge and charge.
Yes! I haven't seen many elk but they offer an elk watching tour!!! And every year they run the bison and longhorns and it's a really great show and time! We drive out there and hike a lot we almost always see a buffalo and we ALWAYS stop to watch the prairie dogs 😍
It depends on how close they get to your car. A lot of the area is fenced off, but there are areas that are open for the bison and elk to roam. It probably depends on how the bison and elk are feeling that day.
Yes
Yes you can
Yes. You can get as close as you safely feel possible. Be aware, they are wild animals.
Some days they stand right next to or even in the middle of the road, but not all the time. So you can, but there is no guarantee
Yes! You can get as close as you'd like to the animals (although don't get too close for safety reasons! 😅)

Tried calling today and it said that they were closed all day. How do I contact them via phone?
