Would call the Visitors Center first if that is where you want to visit.
We drive up mount Scott every thanksgiving. It's open.
The Ranger Station may be closed but the campground will be open. Plus all of the park is always open. They may close a small section due to some maintenance issue. The Refuge is very large. Hiking is a favorite past time. Lot of game, buffalo and longhorns to watch.
