All the main roads are paved. The are windy roads, but the main road through is mostly straight and somewhat hilly. Yes, the are primitive camping sites.

Mt Scott road to the top is closed for repairs right now. Other roads good.

There is a primitive camping area. Its by reservations. Most roads are paved, but to go out to a couple of the hikes they are "gravel/dirt". Nothing rough

Majority of the roads are paved and Windy.. I'm not sure about camping on the refuge itself.. Bison roam freely
