We drove through in out our old 84 VA Vangon. It doesn't have a high clearence due to the propane tank mounted on the bottom. We had to drive slow, especially in some spots but we made it through just fine.
I drove them in my Passat wagon. They were a little rough, but clearance was never an issue. Their wasn't any spots that would require 4wd when I was there either. So yes, you can drive the roads in a car.
The road are fairly well maintained. I suspect that any normal passenger car will be fine if you just take it a little slower.

The road were dirt roads but were fine. There were no tunnels. We were in a pickup, bit I think you could do it in a car.
You can make it in a car no problem. It's a dirt/gravel road with washboarded areas so expect it to get a little bumpy but no major issues. There are other forest roads (they're marked) I wouldn't advise taking.
We rented a Jeep, not 4 wheel drive, and had no problem.
