If you are up for a little adventure take the route outside of Pio Pico thousand trails campground. The road is narrow and rough but you can’t beat the views. We saw several deer and a coyote. Don’t try this route with anything lower than a small suv.

Its a good local truck trail. The side trail can go to intermediate to hard levels but the main trail is easy level.

It is a nice place to go off-roading and you gonna have a perfect view of Mexico. Basically you feel like you are in Mexico. Its safe and you feel like you off roading a little bit. There are some area you can do hard off roading ,but there is a sign that showed its illegal. You gonna see some patrol( border police car) and there is no reason to be worry about it.

Otay mountain? If the gate is open, you can access it at Thousand Trails camp ground.
Thats just how the map has always shown it for me personally but the preserve is technically surrounding pio Pico that could be why
No, parking is free around this nature area
Good question, don't know, you can call pio pico to ask
Yes, we go out there often. The private property signs are out there but, it's not private property. And, if you ask any law enforcement over there; they'll tell you the same, it's fine to ride.
Not legally
I thought all federal parks allowed leave no trace camping 🤔? It is federal wilderness law after all
On the BLM part you can, which is the upper part of the reserve (and nicer). I have been camping there for about 25 years, and have checked with the BLM about the legality of it.
It's adjacent to the Mexican border, there's a port of entry at Otay mesa.this is one of three ports of entry into Tijuana,Mexico.
I don't believe so. You might want to check with Bureau of Land Management for specifics
