This place is where I go for peace and tranquility! I manage to get some steps in also. The do lots of testing cars, planes and other vehicles that drive in the water which is awesome!

Great place to come and sit and watch the sunset or attend the farmers market on Wednesday afternoon.

However, boats go through there. Better fishing spot is at the lagoon down the street.
I have a 24' power boat, and I don't know the differences between launching power and sail boats. But, to your question there are three public boat launches, two on the 2nd street side of marine stadium, and one across the way next to the 2nd street bridge near where 2nd street intersects with PCH. The launches are big and spacious in my opinion. I wouldn't sail in the actual stadium, and there are a couple of bridges under which you have to go in the marina to get to the ocean, though the only one you must go under is pretty tall, so I don't think you'll have a problem. I see people in sail boats in the marina all the the time, some in some really big sailboats, but, frankly, I'm not sure I've ever seen someone launch a sailboat there. Hope this helps.
It's usually the first weekend in August. This year was different due to insuyand permit issues.
