You can go thru the back gate off the Garden Hwy or drive up Richards to Matsui Park and take the bike trail to the beach.

It's still under construction the only way is by bike or walking on the bike trail and right now they released water so not safe to get in water

From Garden HWY entrance you can't get to the beach bridge is closed in Discovery park. The park has no beach. Take Richard BlVD that's the other entrance to the park & beach.
