I'd say it depends on their age. If they're pre-teens, probably not unless you have a couple other capable adults to help on the steeper and more slippery sections of the trail. The fireroads to the trail head is currently covered in snow, so unless you also have a capable snow vehicle to get there (and back), you may need to park at the top and hike in the snow a couple miles down to the trailhead, then do the slippery bit to the river, then walk on the rocky trail along the river before reaching the falls.
No. This is a moderate to difficult trail, even on a warm summer day. Slippery and steep trail. I would not be comfortable taking young children. No railings, steep cliffs, sharp rocks. A safer, and equally lovely hike for kids would be Silver Falls State Park. Miles of trails, and 10 falls in the network.
