It depends on what you are wanting to do. Some trails and such are impossible to close. Campgrounds and visitor centers will be closed.
Yes it's open... only shut down 4 weeks during the winter but you're still able to go there just the information center will be closed it's at your own risk kind of thing at that point you can camp on the mountain year round but you're supposed to be permitted to stay at the bottom of the Gorge some people get the permits some do not!! up to you just don't get caught by the Ranger if you run into him without the permit if you're at the bottom of the Gorge. Also Pisgah is a very very large place all you have to do is pull off the side of the road and head off into the woods some Campground will be closed some will be open but there's plenty of places to go to do on your own

It should be. Some areas will be shut down, while others would be impossible to shut down. There is still plenty to see ans explore even with the government shutdown.
I think the roads through the park is open. The visitor center may not be.
