As already stated, this is an ocean area so it would fall under Federal regulations regarding watercraft. As of now, i do not believe they are restricted, but i would caution that this is the Pacific Ocean. Less than a decade ago the coast guard had to rescue jet skiers who had gotten into trouble in the Bay with rough water. Coast guard regulations state that you must have a PFD for each person and a fire extinguisher on board. Fines for not having these can really put a damper on your fun. Good luck.

You're allowed to jet ski in the harbor, you're not allowed to go out past the rocks of the jetty into the ocean. I called the coast guard and asked.
Yes, the launch ramp is conveniently located within the campground. Along the beach is some what protected from the wind, so you should have glassy conditions just outside the harbor. Have fun and bring a wet suit!
