I called JFK and they said you have to have a boarding pass upon arrival. Does enterprise at LGA have the same policy? (I'm only trying to rent at the airport because literally no other location in the five boroughs have anything this week)

I didn't need a boarding pass to rent there 3 weeks ago.
But whatever you do rent, you're stuck returning it there.
