To park for free you have to have a valid New Rochelle parking pass. If you do not have that pass you pay one of two fees $5 if you live in New Rochelle with ID, or $10 if you live outside of New Rochelle for the non-residential fee. Of course you have the option of either walking or biking in which would be free, but to park a motorized vehicle for free you have to have a New Rochelle parking pass.
You could walk or bike in for free.
I was asked at gate if I was a New Rochelle resident. The park employee told me the cost for a non-resident is five dollars to park.
