Is there a parking fee still until Columbus Day or is it free after Labor Day like someone told me? Making sure

Technically until Columbus day parking is free if you have a New Rochelle Parks Pass or resident sticker, otherwise with proof of New Rochelle residency it's $5. It's only enforced on the weekends though. Without proof of New Rochelle residency parking is not allowed. Anyone is allowed to walk in.
