I THINK you need a fishing permit. They're very cheap and easy to get. I got mine at Walmart. Even if it's not required to have one, get it anyway if you enjoy fishing. You may come across a spot that does require one. I've seen people checked and fined for not having one. Save yourself the trouble.
You need a state Saltwater fishing registry, which is free, to fish any saltwater in NYS. New Rochelle has it's own fishing permit to legally fish in their parks and you need one of those as well from City Hall.
