I would check the website. As far as I know, the park has been closed since last year due to being majorly damaged due to weather.
I am not sure, you could contact the Delaware Water Gap Park Officials to find out about it. The falls are public so you wouldn't be able to have the area all to yourselves. Keep in mind that the access roads are very rough travel also. Parts of the park are closed but not Buttermilk Falls. Dingmans Falls recently opened. They are accessible by a decent road and walk from a parking lot.

We we're just there it does need alot of repairs, roads and stuff. The falls are gorgeous.
