That is a great thing to Google, every airport, day chosen, how far out, if it's direct or connecting and other factors determine the price. I recently flew from TX to Norfolk(ORF), it was $360 including fees. Type in flight from (name of)Wisconsin airport to Norfolk airport. It'll give you best prices for different airlines. Also consider Wisc to Newport News airport. I know Southwest flies into there. Ive been finding cheapest is American, flying on Tuesday or Wednesday is cheaper than other days. Also on Google flight search, on the calendar it'll end up showing you daily price differences to make best choice. Ok, TMI. But with American you can actually hold a price for 24 hours Free. It just deletes if you don't pay. I suggest holding as flights change price within hours constantly. Best of luck to you.

There is no public transport from Norfolk to Chesapeake, VA. You can always take an Uber though.

Can you please explain what is a cell phone parking lot,so that I can give you a precise answer.😊 Norfolk International does not have a cell phone parking lot at this time however the following airports do have this JFK New York,BWI D.C.,Washington Dulles,Newark,Reno Nevada to name a few. Norfolk has curbside pickup but someone must be in the vehicle while waiting! I hope this helps.

Really short. Best bet is for the persons your picking up to notify you when they are at the bagage carousel, then park. If you go over 15 minutes I think its only a couple of buck though. Its not expensive.
