If you were born in NY you can either get a new birthcertificate online or in person if you weren't born in NY you would have to contact your birth states vital records department. You can live anywhere in the USA and have your birth certificate sent to you from your birth state

If you go online and apply for a new one they will send it it costs around $45 bucks I did it about 3 years ago and that was the fee not sure if the price went up or not
